They were not tanking (intentionally). There were no big time FAs available to poach. They always sign players to deals that expire around the same time that a coveted FA's deal expires. They had plans for players like LBJ and Yao during the same time frame (you recall, they could have been FAs around that time). When it didn't happen, they ended up with players like Kwame* and Smushcalade.
