I haven't defended city/state levels at all. It's pretty obvious they ed up, but the final story of what level ed up which roles will take months or years to unravel.
shrub finally, when it was unavoidable and unpolitic to continue avoiding accountability, weasally accepted some responsibility, qualifed 'to some extent", while still making sure that city/state got slimed in his apology, which come across as:
"I am forced to accept that I ed up to some extent, but city/state ed up, too".
