I'd be in full support of making the rioters who lit the car dealership on fire pay for the damage (doubt they really have the ability to though), but there absolutely is terrorism insurance that would cover it. The government has subsidized terrorism insurance ever since 9/11.

Not trying to absolve the rioters who did this as they should be prosecuted to the fullest extent possible, but excluding terrorism coverage from property insurance is an insanely stupid business decision.
