It applies to other team's picks as long as they're unprotected?
yes. The Hawks pick counts, so they can trade 26 and 28
Haven't seen anything about KD taking less on his extension. If the Spurs were paying full price on his extension it would have made things tricky when it comes to paying Victor in 2027, which would be the last year of KD's extension. Means the Spurs would have needed to go into the first apron that season most likely. Also means they not signing Sochan to an extension and not using the MLE any of the next 3 years hence why I was 50/50 on KD. Very hard to think he'll be like LeBron and still a high end player at age 39 but maybe his age 37 production would have still been worth it and maybe you get lucky on his age 38 season so I wasn't against bringing him either. I would have probably offered Sochan too and replaced Barnes with Keldon, and would have done it in a second if KD was willing to take a paycut to say $35 million a year for the extension (no problem at all paying his $55 million next season with the team's cap as it is).
Wonder how much less he's taking. Houston isn't going to have the kind of cap crunch the Spurs would have in Year 3 with KD on the payroll, especiallly if Sheppard improves enough to take over the starting PG role when Van Vleet's deal comes off the books.
The gist of the rule is "you can't put yourself into a situation where it's possible you could go two consecutive future drafts without a first round pick".
Protections and conditional conveyances can screw with things, but in this case the Spurs could trade SA26 and SA28 and still comply with the rule because they are guaranteed to have a first in 2027 (ATL27). If ATL27 had any protections on it, even only top 1 protected, the Spurs couldn't trade either SA26 or SA28.
The "future" part also resets on draft day, so a team that doesn't have a 2026 first can trade their 2025 first on draft day cause it's no longer a future draft. Draft day also rolls forward the farthest out pick a team can trade (7 years) and teams can trade 20132 picks tomorrow night.
Edit: added "consecutive" cause without that it's incorrect

Having the ATL27 pick makes trading 26 or 28 Stepien compliant. Not saying we should trade those... but we can if we want to.
Edit: I now see others beat me to this punch. Sorry for the redundant reply
