Well, to be fair I imagine no one in NO is exactly hearing that the cops are coming for them.
New Orleans has a pretty significant crime problem, I guess for all the stories of people using their boats to help their fellow man, you're gonna have others about all the assholes running around.
Remember though that in New Orleans, more than one person is murdered per day even when things are going good.
There is going to be a lot of violent crimes in the coming weeks. That's a given.

Hang on to your clothing donations, the Salvation Army will eventually be accepting donations for Katrina (aren't currently, but my sis - Army doc - says she's heard they will be).
The Red Cross is taking neither clothes nor food -- just money. I think SpursWoman is checking the Salvation Army to see what they'll take.
