On this I believe Bush is sincere and his adminstration is proof of that.

CNNWASHINGTON (AP) -- President Bush, whose relationship with black lawmakers has been strained over the last four years, told black leaders Tuesday that the United States can not carry freedom abroad while holding "the baggage of bigotry" at home.
Bush welcomed black leaders to the East Room of the White House to celebrate black history month.
"Success of freedom on the home front is critical to its success in foreign lands," Bush said. "As I said in my inaugural address, we cannot carry the message of freedom and the baggage of bigotry at the same time."
Bush noted legislation he signed in 2003 to create the National Museum of African American History and Culture within the Smithsonian Ins ution. The president and his wife, Laura, made a contribution, for an undisclosed amount, to construction of the museum.

Forget the name of one of the most important minority rights voting legislation in the last century..
Completely ignore minorities, and especially African-American concerns in the 04 Presidential campaign...
Promote Judicial candidates that rountinely rule against affirmative action at public universities...
Joke about 'hanging' a Pictorial of MLK presented to him by MLK's widow...
Campaign against hate-crime legislation...
None of that matters now, cause W wants to end racism! So cut it out!

I think the "hate crime" classification is a bad idea.
That there should be a harsher punishment for someone who kills you for looking at them funny, than because you're of a race they don't like.
So crimes against gays by phobia induced people should not be punished any more than another?
I agree and I think most juries can tell the difference and recommend harsher punishments on their own.
No, they shouldn't be. Assault is assault. Murder is murder. I also agree.
So all a murderer has to do is say, "No, I killed him because I like killing, not because he was (insert race here)!"
Hate Crime legislation is simply an invention of a clever politician in order to get votes by fixing something that is already fixed.
I'm glad plumbers don't work that way, I'd have one over everyday fixing non existant leaks.
Anyhow, Bush can stop giving speeches and start accepting NAACP invites before I take him seriously as far as race relations go.
