I know that only like 3% of the Sunni's were even able to.
The actual numbers I've seen thrown around is about 60%, but large sections of Sunni areas did not vote. Of course, the Sunni are a major force behind the insurgency in Iraq. In Sunni-dominated Mosul, they will have to revote. Many people did not get to vote because polling places were either closed out of intimidation, or no ballots ever arrived.
I could go into why 60% of registered Iraqi voters turned up to vote, but my post Getting The Purple Finger does it eloquently already.
