What's the deal with the tax stamps? I've never heard of that before.
You tax the illegal industry, then bust people for contraband. Then you throw on extra charges for people not paying taxes on their drugs. The tax charges will stick even if the drug prosecution fails for some reason. I don't recall any great windfall from this, or that criminal participation in the Texas tax stamp program for contraband was ever more than minuscule.
To answer your question, Bartleby, in the legalization scenario a tax stamp would verify the assessment of a legal agricultural product. It could be a money maker.
