To me it seemed like he was trying to denigrate Bush. "It doesn't matter, they welcome everyone no matter what."

Bush did alot of good stuff for Africa, especially his aid towards those with AIDS.
yup. Africans have not been brainwashed yet, like African-Americans. Africans still see through color.
