Police: Bexar County Constable was drunk and pulling people over
Police say early Sunday morning, the calls started coming in reporting a vehicle with the word "Constable" on the side. The witnesses said the marked unit was driving recklessly, turning its emergency lights on and off, and trying to pull people over.
One witness tried to follow the peace officer in order to better report him. However, police say that witness ended up crashing into a curb at Potranco and Loop 1604. The driver was not injured, and there was minimal damage to his car.
According to the police report, the deputy constable was "causing several disturbances throughout the night."
Police were finally able to catch up with the constable car at the turnaround at Loop 1604 and Culebra. That's when police discovered 47 year old Lt. Arthur MacCubbin behind the wheel, and three other men in the car.
Those three men have been identifed as Derek Ybanez, 23, Eric Litherland, 21, and John Hill, 25.
Police say the men had "blood shot eyes, slurred speech, odor of intoxicants, and could not maintain their balance."
Ybanez, Litherland, and Hill were arrested for public intoxication and taken to Bexar County Jail.
Lt. MacCubbin was arrested for DWI, and also taken to jail. His bond was set at $2500.
MacCubbin works with Precinct 2 in the civil section. He's been with the constable's office for 5 years. Their website says he won Deputy of the Year in 2006.
He has been placed on administrative leave pending the outcome of an investigation.
KENS 5 asked the spokesperson at the constable's office about the people MacCubbin allegedly tried to pull over, but the spokesperson said he was not told any details surrounding that part of the investigation.

Some important questions that should be answered when completing this investigation.
When he got in the cop car with the other three guys, did he ask them "DO YOU BOYS LIKE MEX-EE-CO?!?!"
Did he, at some point, try to chug a bottle of syrup while proclaiming that "I am all that is MAN!"
Lastly, when he was finally pulled over and the cop asked him if he knew why did he respond "Because I vas drifing vaaaay too vast"
I expect a full write up on these and more questions in tomorrows edition of the EN newspaper.
