I was getting dirty phone calls from an unknown number randomly a couple months ago. They'd call in the middle of the night and I'd answer my phone like a dumb ass only to hear someone on the other end saying "are you touching your pussy?" or something to that effect and then I'd hang up instantly. It was jarring. I finally got a call from an unknown number during normal hours and it was the same thing. That time I decided to stay on the line and it turns out it was a call from some phone sex hotline and it was a recording.
I doubt this helps you whatsoever but I felt like sharing.
I think you can call your phone provider (land or cell) and tell them about the situation and they can provide you a list of ALL numbers that call you including the blocked numbers which they have the technology to unblock. A friend of mine did it with Verizon in California.
she tried that already, she has sprint and they said they couldnt find the number

If you can't find out who it is, block the blocked number. This is just one, there's a bunch out there.

Check with the phone carrier if they have a code to punch in the phone. Some have a code, I think mine is *54 that you press right after hanging up. It tags the call in the computer system. After it happens 4 or 5 times, you can then notify the police, and the computers will spit out a number if it was the same number for a certain number of times.
There's an application on blackberry that will tell you what number is calling you, even if its a private number... let me know if you have a blackberry and I can look to see if I can find the application again
