Well, even if he was planning to stay, I doubt he'd declare "I'm staying" in a contract year. He wants all the leverage he can get to force CLE management to build a contender around him.

I think it's safe to assume that Shaq has no say in the situation. Even if the Cavs do win the 'ship this year, it won't be because Shaq took them there. He could have a solid year if he's healthy though because the East is so weak in the paint (aside from Howard and Garnett, of course).
I don't see the Cavs going anywhere until they get a distributing PG to run that offense. They were so stagnant in the ECF.
