He does get fouled but hes seriously clumsy looking. No one even taps him that hard whenever he does it half the time but for the guys height I guess he can't help it.
Unlike Chris Paul doing his best impersonation of a fish in a tornado while being fouled.
He's been overdoing it for a while now... he didn't used to be like that.

TP goes to the floor after he gets knocked down driving the lane and gets the call maybe 20% of the time.
Dirk goes to the floor from 15 feet out falling away from the basket and losing control of the ball, and get the call 80% of the time.
it very easy for tony to fall when hes 6-2 180 going up against bigs that outweigh by at least 40-50 pounds. Dirk is a seven footer that weights 245 and drops if someone so much as farts in his direction.
More than half the time Dirk trips on his own feet and falls towards the nearest defender. Parker falls but it's almost like a controlled fall to protect himself from awkward landings. Just my impression.

Tony, and anyone else for that matter, who goes down like that in the paint is justified because it saves their ankles. I'm sure he's trying to get calls, but at this point it's more of a habit than anything else because you'll see him do it when there's no contact and no one contesting the shot.
You don't see Tony dropping 15 ft from the basket after every shot.
There's no doubt that when Dirk's going toward the basket and falling down that the Mavs are a better team. When you see him standing around taking jumpers there's not much reason to fear him as a player.
