I'm sorry you didn't understand the cartoon.
He was doing this for the benefit of his host; he was trying to show respect. But I can't say I blame Americans for being disappointed in seeing their president appearing submissive in the presence of a foreign leader. Some people take their disappointment too far, though.
He should've just done a head bow (a nod, I guess?) and maintained eye contact. That would have shown respect while avoiding all this stupid "outrage."
