"Are these legally streamed onto the net?"

To paraphrase what we hear in 3rd qtr of every NBA game:
"Any reproductioon, re-transmission ... is strictly forbidden"

My guess is that if the NBA want this done, the NBA would do it themselves.

I've got a 1024 Kbits per second download connection with 128 Kbits upload. I normally download at 120 Kbytes per second. Is that enough to watch fluently?

Streaming TV is legal, since they are streamed based from foreign contries. US laws can govern illegal streaming of TV within the country. Thus, Cool Streaming is perfetly legal.

It's not legal (and not going to be posted here) unless Cool Streaming has gotten permission from the NBA. You can't re-distribute a product that doesn't belong to you, even if you are doing it from a foreign country. So unless someone can provide proof that they have permission, this can't be posted here.
