Just imagine if this guy had drawn a cartoon of Mohammed. He'd have to enter the witness protection program.
Well, at least that's what happened to Seattle cartoonist, Molly Norris, who came up with the idea for "Everybody Draw Mohammed Day".

Maybe the artist should be taken to some secret prison in Morocco to see 'what he knows'... Or maybe rent him a room at Abu Grahib or Guantanamo...

It can still equal art. Additionally, good art is to supposed to evoke strong emotions from the observer. I would conclude that a cartoon of Mohammed would be better from an art standpoint than the other that you suggested.
Lastly, I think the doodle is kind of stupid, but I am not an art major or anywhere near it.
