    After multiple teams complained to the NBA that Manu Ginobili was able to get to the basket too easily and that it wasn't fair, Ginobili was forced to carry another player on his back as a handicap.

    No way this was a flagrant, the intent wasn't to tackle Manu, just to foul. Manu turning on the jets in an effort to get away was the main reason it looked so bad.

    I suppose so, judging by the no call and no one else saying anything about it. I just thought wrapping an arm around someone's neck would be justifiable as flagrant, but it may have just looked worse in "live".
