What exactly did you expect? The minute they gave Quatar the bid they essentially opened the door for this sort of to happen.

What the are they going to do with all the drunk European fans? Alcohol is quite restricted in Qatar. They said that they will design "specific alcohol consumption zones for foreigners". Yeah, right, now that's a great idea.
And what about women from South America or Scandinavia who attend matches in swimsuits? Will they stone the infidel es to death?

The WC is over a decade away. If anything i expect this experience to open the Qatari people and govt up quite a lot; though there is always the chance for it to blow up in their face, but that is precisely the reason I expect them to ease up, if anything because the WC is first and foremost a commercial enterprise and they won't want to squander the business opporutinity.
