Yes, it's a free service provided by AT&T, AFAIK it's brand new, so you might have to go to the AT&T store to sign up. I see you're from Australia though, so I'm not sure what applies to you.

And no, jailbreaking only removes the software lock. It doesn't change the iOS at all.
