Why don't they just take their license plate numbers down and mail them the tickets? Or how about if they don't get any tickets on their license they get a reward? Seems a lot simpler than pulling them over.

As part of a new program, deputies will be pulling over teens for safe driving and rewarding them with free movie theater and movie rental certificates.
Uniformed deputies driving unmarked cars will follow the drivers and give out the certificates.
"Deputies will follow them for a short distance, down a thoroughfare and we will watch their driving," said Sgt. Glenn Luben, Pinellas County Sheriff's Office. "Once we identify a good safe driver, we attempt to follow them to their house or open shopping area."
Because what inexperienced teen drivers really want is Police following them around town, right? Who's crazy idea is this? and I wonder if the Police will be giving glove compartment and trunk neatness rewards while they have these teens 'in custody'?

No kidding - if I'm being followed by an unmarked car who's even making the same turns as me I'd be calling the police. You don't play around with that .
surely they can think of another way to increase their traffic citations....
yeah, nothing better than the teenager that slammed his car into my parents' the other day. how dare that little son of a be watched!
