D-League and the lockout?

I just noticed a tweet question on ESPN and thought it was a relevant, lockout Spurs related question.

Can NBA owners that own a D-LEAGUE team assign eligible players during the lockout?

without looking it up, I believe I heard here that if you were on an NBA team last year, you can't play in the D-League.... also, teams cannot assign players, but D-League teams can draft or trade for players of interest.

please correct me if wrong... I'm tired
