    What does that mean? Hard cap vs multiple exceptions? Have the richer owners agreed to buy the not-so-rich owners so that more teams will make money but fewer teams can compete for the le. Baseball has done that.
    The teams who played in the finals were "way' over the cap. As were the Lakers.
    San Antonio needs a hard cap to survive. Brains and coaching should determine the best team--not money. The guy who has $1000 can always get a better than the poor guy who only has $100. That don'tmake him a STUD.
