Well, it rains quite a bit in Seattle, so at least the rubber outfit makes sense.
I saw Phoenix Jones a couple of months ago when I was in Seattle. It was during the same time there was a huge gaming expo going on, so there were a ton of people milling around Seattle in costumes. Took me a minute to realize who he was.
Started following him on facebook. He seems like a bit of a kook, but at least he's trying to do something productive (which apparently really pisses off the Seattle Police.)
