A resolution approved by Arab League ministers meeting in Cairo called for "opening communication channels with the Syrian opposition and providing all forms of political and material support to it." It also urged the Syrian opposition to unite.
("we are going to start arming the rebels" is one possible, and, I think,the intended, interpretation)

If Syria collapses, that will make Iran feel much less secure.
Given this and talk about an Israeli strike on Iran, expect some serious diplomatic efforts headed that way.
China and Russia are going to be dragged, kicking and screaming, into solving this mess, and neither seems to have a coherent strategy, IMO.

I will believe them before most other foreign powers, including our own. Your intent is correct however. They could be blowing smoke.
Was responding to WC, but no evidence was offered in the article, just a fiat assertion. Israel's opinion about what happened is just an opinion until evidence is given to support it.
