Vodka WTF China

If I"m going to a game or something and don't want to mess with a flask, I'll often grab a pint of Smirnoff 100 proof. It's in a small plastic bottle that is shaped like a flask. And I'm by no means expecting top shelf vodka. But the inconsistency between bottles is dramatic. Sometimes it tastes just like rubbing alcohol smells. Is there any kind of alcohol counterfeit market? IE: Is there a chance that some liquor stores are buying booze that doesn't come from the labeled manufacturer?

Of course alcohol in a plastic bottle isn't going to raise the level of taste perfection either.
