Im assuming he was shocked that he didnt hit him and failed his mission. Cause otherwise, he couldve at the very least taken him down with him.
Why was Boris the Animal powerless to stop Agent J (Will Smith) from pushing him off the launch pad? This occured after Agent J pushed the time buttom back 90 seconds for a re-do.

Right. After they "hit" and cancelled each other out and were just standing there facing each other, he could have at least grabbed onto Agent J and taken him down.
