Best Spanish-language learning program?

I wanna learn the language since it's becoming increasingly important in today's society. I have the fortune of living around a largely Cuban population which will make the application of this a lot easier, but that being said...does Rosetta Stone work? Are there other different methods you've tried or would recommend.
