Until I can get some people lined up for chat, here is what I have so far - and I have not yet proofread it closely.
All of this is subject to change, depending on the preferences of the league franchise owners.
Not included, but will be soon - Responsibility of the commish (Your's truly), owner conduct, and conflict resolution.
I expect to amend the rules to create a trade deadline.
The date of the draft is not set in stone.

League Fees
Each FSP Fantasy Football team franchise costs $255 for the 2005 season.
$250 of the $255 is paid out directly in prizes. The remaining $5 will go towards league hosting site, XpertSports.com (League cost = $59.95)
All FSP franchises fees must be paid for in cash prior to the draft, payable in cash or check to League Treasurer, Kori Ellis.
The League fee is non-refundable. In the event a teams drops out of the league they will not be able to
recover their dues unless they are able to “sell” their team to a new owner.
There are no transaction fees charged for trades and free-agent/waiver acquisitions.
Prizes
$1,000 – FSP Super Bowl Winner
$400 – FSP Super Bowl Loser
$125 – Loser Bracket Winner
$75 – Loser Bracket Loser
$200 paid bi-weekly to the team with the most ulative points for the two-week periods (Weeks 1-2, Weeks 3-4, etc., through Weeks 13-14)

Each week your team will be matched up against another team, and the team that scores the most total points that week (based on the starters selected) will earn a win for the week. The teams with the 4 highest winning percentages will make the playoffs (Total points will be used to break ties, followed by head-to-head record) Week 1 of the playoffs will match the 1-seed against the 4-seed and the 2-seed against the 3-seed. The week 1 playoff winners will face off against each other the following week (week 16 of the NFL regular season) for the FSP Fantasy Football Super Bowl.
All playoff teams must prioritize their bench, such that the points scored by highest seeded player on the bench will be used to break a tie in a playoff game. If the highest seeded players on each respective bench are tied, then the tie-breaker will be decided by the second seeded bench player – AND SO ON, until the tie is broken.

Roster Limit: 20
Allow Trades to Exceed Roster Limit: No
Weekly Roster Requirements: Must start 1 QB, 2 RB, 3 WR, 1 TE, 1 K, 1 DT.
If for some reason you have issues accessing the league web site and are unable to, make a change to your line-up you must send an email to the commissioner as well as your opponent for the week advising them of the change – this email must be time stamped prior to 11:59 P.M CST, the day before the game(s) is/are played.
If it is determined that you are just “calling it in” and not changing your line-up (playing hurt players,
not addressing bye weeks and alike) from week to week because your team is “out of it” the league will take over the roster for the good of the league so that it remains as compe ive as possible – you will then be asked to not return next year.
Except for fielding enough players at each position to field a legal starting lineup, there are no restrictions for positions retained on rosters.
Rosters are maintained on the XpertSports.com website. In the event of a discrepancy please notify the
commissioner ASAP. Discrepancies that are not addressed within 2 weeks will not be changed. It is your
responsibility to make sure transactions are accurate and reflect the players you have traded for, or
drafted.

Free Agency
Type: First come, first serve between draft and week 1 of the regular season.
After season begins, waivers settings are in effect.
Waiver priority:
1st priority is given to team with worst record
2nd priority is for fewest points scored
3rd priority is for most points scored against
Initial waiver order: Inverse of draft order
Trades
There are no trade restrictions
