Please look at what a Status of Forces Agreement is, and the world legal implications, before you look like a total fool. It was signed 11/17/08. Here is Article 24:

Withdrawal of American Forces from Iraq
Admitting to the performance of Iraqi forces, their increased capabilities and assuming full responsibility for security and based upon the strong relationship between the two parties the two parties agreed to the following:
All U.S. forces are to withdraw from all Iraqi territory, water and airspace no later than the 31st of December of 2011.
All U.S. combat forces are to withdraw from Iraqi cities, villages, and towns not later than the date that Iraqi forces assume complete responsibility of security in any Iraqi province. The withdrawal of U.S. forces from the above-mentioned places is on a date no later than the 30 June 2009. The withdrawing U.S. forces mentioned in item (2) above are to gather in the installations and areas agreed upon that are located outside of cities, villages and towns that will be determined by the Joint Military Operation Coordinating Committee (JMOCC) before the date determined in item (2) above.
The United States admits to the sovereign right of the Iraqi government to demand the departure of the U.S. forces from Iraq at anytime. The Iraqi government admits to the sovereign right of the United States to withdraw U.S. forces from Iraq at anytime.
The two parties agree to put a mechanism and preparations for reducing the number of U.S. forces during the appointed period. And they are to agree on the locations where the forces are to settle.

Part of the election game. Politicians rely on the ignorance of their sheep voters they buy off.
Being the first black president in a country with our history is enough to make him "historic." Beyond that, he hasn't been able to do much given the political climate in the houses, and what he has done has been pretty disheartening -- from his monetary policy and nonexistent financial regulatory presence, to his healthcare "reform," to his expansion of privacy-reducing legislation and dismissal of once-inviolable citizen's rights. The abuse of drone strikes will be a permanent blot on his (and our) foreign policy record, too.
On the positive tip, he's the first president to seriously acknowledge climate change and act on it as an economic opportunity (as opposed to using climate change-denial as one, as W. did), he signed the Lily Ledbetter Act into law and was the first president to question the concept of marriage as occurring solely between opposite genders (both likely would have happened regardless of Obama or not, however, given strong support from many states), and -- for better or worse -- he's the first president in my adult life to appeal so strongly to such a broad spectrum of the polity on the basis of his rhetorical gifts and charisma (Clinton's likeability now versus when he was in office does not, IMO, even compare -- the closest I'd venture to would be JFK or second-term Reagan), and the first to meaningfully exploit social media and the internet (another laurel any other prez could have won). Nothing terribly exciting so far, and I don't expect much more to come given this sequester will probably destabilize the economy for the rest of his 2nd term.

Neither of his plausible opponents could claim to be much better, TBH. McCain lost the battle to Obama on economic policy (imagine!), and Romney's campaign was so poorly run I have very little confidence he could have done anything at all, be it with Republicans or Democrats... or the country at large.
If he is, it will only be by people who don't understand Congress' role in debt generation and the effects of the anti-tax/pro-debt philosophy embraced by many of the dullards holding office therein.
