As far as I know, it's every player. Kenyon Martin signed two 10-day contracts with the Knicks before signing for the season, and the first of those started on February 23.

Untrue. Then-current NBA players had to be waived by that date in order to be able to play in the playoffs for another NBA team.

True free agents can still make playoff rosters.
