80 Billion in a 3.4 trillion budget isn't that much. My guess is that the cuts are being selectively applied to have the most targeted painful impact. I wonder if blue states are getting their maintenance budgets cut?

the Repug-voted law says across the board (except for ATC because that would have affected the plutocratic Congressman flying around the country)

I know all kinds of poor and unemployed people are having their benefits cut, etc, etc.
