Willis was an underrated heavy in The Jackal, imo...although that was 15-20 years ago.
They have Batman scheduled for the next Superman movie (in a supposedly adversarial relationship); you don't need Lex Luthor when you have the Batman.

In all honesty, Tom Hardy or Cillian Murphy would be great. Doubt either are likely, but Murphy especially would be lots of fun in the role.

How about Tom Hiddleston? I wouldn't pick Lex Luthor as the villain in the Man of Steel sequel. I'd pick Braniac. I'm not sure who could be the voice of Braniac. Kiefer Sutherland? He was pretty good in Phone Booth as the sniper.
Johnny Depp would make a great Joker, or Riddle...

Could be interesting. I would think it wouldn't be Lex alone, maybe they use Lex and another villain together. As far as Batman being an adversary, I'm thinking for only part of the film, then they team up. Just my opinion.
