Judging by the photograph, it's likely the bike was stolen and the owner was trying to recover his property.

btw, hopefully we can get an era of decent basketball in a couple of years with wiggins/durant/anthony davis. One can only hope , and with those new rules that really favor the big markets collusion will be on it's way, especially after being proven a good method by the lecrab era.
