The other half is given to those who are below a federally set "starvation line." In order to qualify, the applicant will have to do ent a) their eligibility, ie why they're below the starvation line and b) monthly attempts to secure work. Federal assistance runs out after three years. A percentage of all welfare must be paid back to the government. Failure to do so is a crime.
