The CIA asked the justice department to investigate whether someone broke the law by leaking a covert agent's name to parties without a need to know.

What's wrong with this picture? Can't they figure that out on their own?

Why not just do an internal "quiet" investigation of their own into who leaked. They could even mete out some agency "justice".
