Ricky Bobby Comes Out In Favor Of Marijuana Decriminalization
Texas Gov. Rick Perry (R) said Thursday that he's open to marijuana decriminalization in the Lone Star state.
“As governor, I have begun to implement policies that start us toward a decriminalization," Perry said at a World Economic Forum panel on drug legalization in Davos, Switzerland, according to the San Antonio Express-News. He was referring to "drug courts" in the state that provide treatment and softer penalties for minor offenses.
A Perry spokeswoman confirmed to the Express-News that while Perry is opposed to legalization of the drug because of medical issues, the governor supports policies that lower punishments for marijuana use in order to keep smokers out of jail.
Perry has long been opposed to legalization, but as the Express-News pointed out the governor also previously voiced support for states' rights to legalize the drug.

Eric Holder Just Announced A Major Shift On U.S. Marijuana Policy
U.S. treasury and law enforcement agencies will soon issue regulations opening banking services to state-sanctioned marijuana businesses even though cannabis remains classified an illegal narcotic under federal law, Attorney General Eric Holder said on Thursday.
Holder said the new rules would address problems faced by newly licensed recreational pot retailers in Colorado, and medical marijuana dispensaries in other states, in operating on a cash-only basis, without access to banking services or credit.
Proprietors of state-licensed marijuana distributors in Colorado and elsewhere have complained of having to purchase inventory, pay employees and conduct sales entirely in cash, requiring elaborate and expensive security measures and putting them at a high risk of robbery.
It also makes accounting for state sales tax-collection purposes difficult.
"You don't want just huge amounts of cash in these places," Holder told the audience at the University of Virginia. "They want to be able to use the banking system. And so we will be issuing some regulations I think very soon to deal with that issue."
Holder's comments echoed remarks by his deputy, James Cole, in September during a Senate Judiciary Committee hearing on Capitol Hill.

Police made over 74,000 pot possession arrests in 2010. (Only New York state arrests more minor marijuana offenders annually.) Those arrested face up to 180 days in jail and a $2,000 fine.
But a majority of Texas voters are saying ‘enough.’ According to an October 2013 PPP poll, 58 percent of Texans – including an estimated one out of two Republicans -- support "changing Texas law to regulate and tax marijuana similarly to alcohol, where stores would be licensed to sell marijuana to adults 21 and older." Only 38 percent of respondents oppose the idea.
An equal percentage of respondents also say that they favor legalizing the plant for medical purposes, while 61 percent of voters endorse decriminalizing pot. Among them is Republican Gov. Rick Perry, who recently stated that he supports efforts to amend state laws to mitigate the likelihood of pot possession offenders facing jail time.
