They are trying to be good. I rather roll the dice of Jackson and fail than to go with an inconsistent journey man to backup Jennings who is coming off an ACL tear. If they screw this up they could lose Monroe in the off season and have to build around only Jackson, Jennings and Drummond. That sounds like a team that would throw another big contract to an overrated FA ( I.E Gordon, Villanueva and Smith)
This is Jackson's first stint as a full time starter. It isn't necessarily going to be pretty. He has talent but turning down $14 million per is a big risk.
As a starter in OKC/Detroit -37 MPG, 19 ppg, 7.6 apg, 5 rpg, 1 spg his shooting percentage is pretty awful (40% FG, 26% 3pt) he'd be better served cutting the 3pt shot our of his game almost entirely. He can't get to the FT line (4 attempts in 37 mpg is terrible for a guard)
Brandon Jennings has the exact same FG % (40%) He is better 3pt shooter and gets to the line more per minute.
It will be hard to play both going forward (two small guards who shoot alot) but Jennings is on a cheap contract. If he comes back healthy he could be a get something pretty good in return.
Tristan Thompson turned down a 4 year/ $53 million extension, he's been very good for the Cavs but some team paying him more to be a high energy player is crazy.
Some team will probably try and poison pill Cleveland because they can but it probably will a 3 year deal with more money per year and maybe a team option.

I thinks still an option for teams, the Rockets got rid of both of them despite both making $15 million the final season. If a team likes a scale player and his current team is a lot of salary tied up, its still the best way of getting those players.
