It wasn't just accessability, but number of stalls per employee and customer.
Unless you know the facilities in these buildings being renovated for plumbing reasons, than you cannot say I'm wrong.
If you take a warehouse size building that normally has 100 industrial employees, and maintain the correct number of restrooms, and change it to a public store that may have several hundred people at a time inside, isn't it possible, that the number of toilets don't meet standards?
I don't know this as fact, and you don't know that it isn't true either.
I will suggest it is a reasonable reason.
