Deron Williams 2.0, good system player who's going to get grossly overpaid imho. Dude is a solid player but something between 10-12m a year seems like the right price for him tbh.

Will probably look like a better deal once the new cap comes but at this point seems like overpaying
Whenever the details of a possible deal "leak", it's damage control. One side is trying to sell the public/media on the deal being good or bad. In this case the Heat are going cheap; after giving up so much to get the guy, now they're trying to not-max him and get away with it. They know he'll be pissed, so the FO leaks it to the media so the court of public opinion can try Dragic and say, "It's a fair deal. He should take it."
