I know this part of Spurstalk is not the deepest of intellectual pools, but it's not hard to google and learn.
In simple terms you can break up the definition, which is an accepted standard or notation, into two parts. There is that which is accepted parlance within various communities - the 'popularist' and often political meaning if you like, but don't minimise this. Then there is the legal definition - which is quite a different thing.
The first is, as you quite rightly point out, one easily manipulated to appeal to certain demographics depending on where you are and who you want to appeal to. Having said that you are right, you are also unfairly narrow in your view. The Armenians, Kurds, Chinese, 'Blacks' in South Africa, 'Whites' in Zimbabwe/Uganda, Irish, 'Jews', Shiite/Sunni ... god where do we stop? ALL have been accused of terrorist acts in the past two years. My concerns with your proposition is that when you look at the list the VAST majority of 'terrorist' activity seems to be Muslim against Muslim. Of course your current definition reflects your current beliefs and living situation - none of us are free from influence and Spurstalk is the crudest and roughest long-drop wall the scrawl coherent thoughts on, but you can do better.
Legally 'Terrorism' is interesting as naturally it should be based in law - but whose law, what country or state? The UN you might think? Well they have been arguing over it for decades and what would seem to be good arguments have often been blocked, undermined or vetoed by many different factions within the UN, within the general assembly and within the security council. If you look at some of the resolutions and who opposed or did not support them you will get an education. Now even were the UN, by some miracle, was able to get a comprehensive resolution do you think it would be honored? Those who were using their religion as a basis for their actions would clearly ignore it - it would not suit them. Terrorist organisations would ignore it. Many states would use it for their own gains. Politicians would love it, another tool to use. Fox news might NOT like it, but then I wouldn't urinate on them even if they were on fire.
