If she aimed at the tires, and nobody was in the path, I see no problem with attempting to disable the vehicle.
what if it deflects, or a fast car comes by.... in other words why risk injury/killing someone all because someone took some can of paint?
That includes a wide angle around the intended target.and nobody was in the path
