for the longest time (not sure if still same), Karen Silkwood's gravesite in Kilgore, Texas couldn't grow any grass on it. All around on the other sites, there was grass but not above hers.
It's minimalist and attention getting. Stands out. Looks unfinished, like his life was.
Entire essays could be written about why this is an appropriate headstone for him.
Or they just chose to spend the money on something else. I've never been one to judge how grieving families spend their money.

I certainly don't judge or fault anyone by how they choose to bury the dead. It doesn't make a whole lot of sense anyway. To spend the kind of money that people do.
Especially on the caskets.
