During a meeting in Baghdad on November 27, McCain told Prime Minister Haider Abadi and a number of senior Iraqi cabinet and military officials that the decision was ‘non-negotiable’, claimed Hanan Fatlawi, the head of the opposition Irada Movement.
“A hundred thousand foreign troops, including 90,000 from Saudi Arabia, the UAE, Qatar and Jordan, and 10,000 troops from America will be deployed in western regions of Iraq,” she wrote on her Facebook page.
She added that the Iraqi prime minister protested the plan, but was told that “the decision has already been taken.”

On Sunday, he and Graham told reporters during a visit to Baghdad that US personnel could provide logistical and intelligence support to a proposed 100,000-strong force from Sunni Arab countries like Egypt, Turkey and Saudi Arabia. Graham said special forces would also be included.
Turkey is already knee deep in Iraq. They are most likely wanting to annex Mosul region and all the oil in it. Gulf states are employing foreign mercenary armies such as Blackwater to do their bidding and prevent Iraq from fully being engulfed by Iran. ISIS is just an excuse for all these sides to meet.
this is of course a backup plan enacted as Russia has pretty much taken over Syria. Even Turkey has turned back from Syria thus why they entered Iraq.
