It's close... I'm pretty disappointed with both bands' abilities to put together a consistently good album.
I probably lean towards The Police based on their virtuosity.
Plus, for my money, Message in a Bottle is better than anything The Cars ever recorded.

The Cars, definitely. One of my favorite Cars songs is the only one (I think) not sung by Rick Ocasik - "Drive".
