If Motiejunas continues to stay away, the Rockets have two options: leave open the current agreement and wait him out, or cancel the deal and return Motiejunas to restricted free agency. Under league rules, the Nets are unable to sign Motiejunas for a full year.

So basically, he signed the offer sheet with Brooklyn, and afterwards Utah offered more money. BJ Armstrong is an imbecile.

The Rockets' long, strange saga with restricted free agent Donatas Motiejunas took another unexpected turn Tuesday, a day after the Rockets thought it was finally complete.

Motiejunas failed to show up for his physical a day after the Rockets matched the Brooklyn Nets' offer sheet to keep Motiejunas in Houston.
The Rockets can keep the offer sheet active until March 1 while seeking to work things out or can cancel the offer sheet which would return him to restricted free agent status.

If the Rockets make Motiejunas a restricted free agent again, they would have the same rights to match any offer sheet Motiejunas signs, but he would not be permitted to sign again with the Nets for one year.
Less clear is why Motiejunas took this step, unless to seek a deal the Rockets would not match to avoid returning to the Rockets.
"We have our rights," Motiejunas' agent B.J. Armstrong said. "We're not going to show up. We'll see what happens. We'll see what the Rockets do. We have our rights."
Asked what Motiejunas hopes the Rockets choose and what he hoped to gain by refusing to show up for the physical and to report to the team, Armstrong said, "We'll see. We'll see what they do."

Sets a bad precedent for the league
