Accident or not, the missing laptop only requires the users BIOS password for access to windows. maybe everything.
It is not unreasonable to assume this might not be an accident, and that the thief was given the BIOS password. In fact, to err on the side of caution, this must be assumed as real.

This makes zero sense. It was a SS laptop, they already possessed it, with the floor plans and any passwords. If they were up to anything nefarious they didn't need somebody else to steal it from them.
It's completely unreasonable to think this was an overt act of the SS itself, as you suggest. It's actually pretty stupid.
