2 biggest issues right now. There was a massive cap increase giving all these teams cap space to spend and a lot of stars are still under the previous max deals. Another thing to look at is eliminating max deals. If a team thinks Lebron is worth $50+ million a year or half of the team's cap then they should offer it, this would allow more of the extra money to go to the elite talent in the NBA.

But with how the NBA handles things they'll probably limit max deals to guys who get All-NBA or AS appearances etc.

The problem (if you see it as a problem) is market demand vs supply. If team A says "not now" team B says "sure" and team A gets no one.
