If it is only those 2 teams then Spurs should be lowering their offer to Simmons. There are more proven guards that are unrestricted available than Simmons. Why would either of those teams go for a restricted FA and have to deal with waiting to see if they match. Then likely starting over again. I read where Nets are preparing an offer for KCP. What is Atlanta's guard situation? Are they likely to make an offer on Simmons? The Spurs still need to sign Pau, probably Manu, another big, and Simmons for about $18 million. Any reduction in the salary of Simmons helps to do that.

Simmons has yet to sign an offer sheet. Considering the Spurs usual negotiation it means he will be offered around half of what patty was offered, unless he comes back with an offer from other teams.
Spurs have always been «show me what you've got» in free agency.
Atlant will buy out Jamal Crawford and they will have Kent Bazemore as starter at SG. Malcolm Delaney is their backup at guard, so they will need another backup, but Simmons does not fit in age wise. And you have to over pay him, to get Spurs to pass on him. 8,8,16, 16 Spurs may match, but it is still 12mil for backup SG, who is like 3 yrs older than rest of the core.
I don't think Spurs match on that. I suspect at this point they already know how far they will go and the last two seasons on that are an overpayment that will coincide with Kawhi's supermax and is an overpayment for a guy who was 10th in the rotation, barely started games and wasn't great when he did. I am not dissing on Simms but him at that price 3 seasons older is too much. If he comes back with that you bid him adieu and good luck. However I think it's getting more and more likely that he doesn't get that.

In this scenario, yeah, but I would say this will not make sense for them. Not for 4 yrs at 40+ mil. I don't know how much will Spurs match, but Atlanta does not know that either, so they must offer him as much money as Spurs wouldn't match.
I'm not sure that Atlanta would prefer Simmons over Crawford.
