I could not agree more, but those that are kept virtual prisons in their home or nursing homes ought not be able to vote because they are not free to do so.

I would think that would be a function of their care takers, not to agree with their vote, but to determine if they have the mental capabilities to make that decision....erring on the side of letting them vote.
