What is it you think healthcare workers wear to protect themselves and other patients from droplet transmitted illnesses? Those paper masks.
Mine wear gas masks. They're extra careful.

They do what they're supposed to do. They're disposable and meant for short-term use. Doctors and nurses, etc also wear other PPE and wash their hands every five minutes. Viruses can live on surfaces, so even if you have a mask on, you can still pick it up by touching a surface even if you didn't directly come into contact with somebody that's sick.
All that said, hording masks is dumb and healthy individuals shouldn't bother. If you're asthmatic, have COPD, or whatever and you're going to be in a crowded area for a short time, go ahead.
